Technology giant Hewlett-Packard, whose business is still built on personal computers and printers, this week announced it would slash its payroll by 27,000 workers, or 8 percent, by 2014 to eventually save at least 3 billion dollars a year. Managers were admitting to Wall Street that HP?s future was as a smaller company.

The world?s largest PC manufacturer has so far failed to connect with consumer demand for smartphones and tablets ? a new technology landscape of slender mobile devices dominated by Silicon Valley?s Apple and South Korea?s Samsung. A world of mobile computing appears to have only a small space left for Hewlett-Packard, as well as PC competitor Dell, which has suffered shrinking sales recently. Both have failed to achieve the innovations to make a successful transition. As early as 2010, when he launched the iPad, Jobs talked about the ?post-PC world.?

Other manufacturers did not take his vision seriously, and they continued to make their big desktop machines and laptops. One of their biggest innovations was to make PCs in colours other than the old ?computer grey.? In time, Jobs was vindicated. ?Today, Apple is reinventing the phone,? he said in 2007, as he launched the iPhone. At the time, it sounded like an exaggeration, but the cellphone with a touch-sensitive screen set new standards for performance and appearance. Above all, the iPhone redefined the industry, because for the first time it brought to the fore not the device but the software it holds: the apps. At the start of 2010, Jobs dealt a definitive blow to the PC: he launched Apple?s tablet computer, the iPad. With it, the company again achieved a resounding success.

Over the past quarter alone, 35 million iPhones have been sold, along with close to 12 million iPads. By comparison, based on the data of market research firm Gartner, 89 million PCs were sold over the same period by all manufacturers put together. PC firms tried to come up with their own tablets, well before Apple did. More than 10 years ago in Las Vegas, Microsoft founder Bill Gates presented his vision of the digital table computer. The smartphone, too, is hardly Jobs? invention. However, alternative devices were too expensive, inconvenient or just too ugly to become bestsellers. Now, little is left for PC manufacturers to do but chase Apple and try not to miss the train altogether. Some of them continue to focus, successfully, on the traditional PC market, like the Chinese company Lenovo, whose boss Yang Yuanqing likes to talk of a ?PC-plus era.? A big fish like Hewlett-Packard, however, can hardly change overnight.

For years, the US giant worked on perfecting its business of selling computers, complementing them with extras like printers and offering services for such equipment. It was a perfect long-term relationship with customers, or so HP managers thought. HP reached the top of the industry 10 years ago through the expensive purchase of rival PC maker Compaq. Change within the sector, however, threw them off balance. Their hardware sales dropped, their software business failed to grow fast enough, payment for acquisitions like security service provider SonicWall was still pending. Prospects are good once the payroll is reduced, and share prices rose more than 3 per cent Thursday. While Apple is surfing the mobile wave with the iPhone and iPad and setting trends in the notebook computer market with the MacBook, Hewlett-Packard does not even have smartphones and tablets on offer. HP bought the smartphone pioneer Palm in 2010, but the management opted to close the company soon afterward, because it was uncompetitive. ?dpa

Companies, particularly in the current climate, are struggling to raise finance.? However, there are various tax incentive investment schemes available offering a range of tax reliefs to individuals that purchase new shares in certain companies.

One of these schemes is the Seed Enterprise Investment Scheme (SEIS) which was introduced in April this year.? As you will see from the requirements set out below, SEIS is specifically designed to help small early-stage companies to raise equity finance.

Tax Reliefs

The scheme aims to attract investment into these smaller companies by offering income tax relief on a maximum annual investment of ?100,000.? The relief is given based on the cost of the shares at a higher rate of 50% rather than the 30% offered by the existing Enterprise Investment Scheme (EIS).? Providing the shares are held for at least 3 years and there has been no withdrawal of income tax relief, like existing EIS, any gain on the disposal of the shares is free from capital gains tax (CGT).

In addition, for the current 2012/13 tax year only, an individual will not pay CGT on a chargeable gain providing it is reinvested in shares which qualify for SEIS income tax relief.? For instance, an individual investing ?80,000 in SEIS shares and also realising a chargeable gain of ?50,000 on a disposal of an asset in 2012/13 will be entitled to an income tax deduction of ?40,000 and will not pay CGT on the ?50,000 gain.? The asset does not have to be disposed of first, the investment in SEIS can take place before the disposal of the asset provided it takes place in 2012/13.

As with existing EIS, for income tax relief there is a ?carry back? facility which allows all or part of the shares? acquired in one tax year to be treated as though they had been acquired in the preceding tax year.? As 2012/13 is the first year for SEIS, there is no scope for carrying back income tax relief before that year.? Consequently, an individual investing in SEIS shares in 2012/13 would need to ensure that they had sufficient tax liability against which to set their SEIS income tax relief.

There is an extensive time limit in which claims to relief may be made.? Investors can claim relief up to 5 years after the 31 January following the tax year in which the investment was made.? This is a longer period than for most reliefs, to take account of the fact that it is partially dependent on what the company does.

Income tax relief will be withdrawn or reduced if the shares are disposed of within the three years from the date they were issued or if any of the qualifying conditions cease to be met during that three year period.

Requirements

SEIS carries certain rules and requirements that mirror those of existing EIS with regard to the investment itself and the investor.? A major requirement is that the shares must be paid up in full, and in cash, when they are issued.? HMRC would therefore advise companies and investors to ensure that any shares on which it is intended SEIS relief will be claimed are not issued during the company registration process but are issued only at a later date when the company has had time to set up a bank account and is therefore able to receive payment for them.? The shares must be full risk ordinary shares.

In addition, there are requirements that have to be met when the shares are issued.? These are summarised as follows, the company:-

  1. Must be unquoted
  2. Must have fewer than 25 employees (250 for EIS)
  3. Must have no more than ?200,000 in gross assets (?15m before investment and ?16m after investment for EIS)
  4. Must not have had any investment from a Venture Capital Trust (VCT) or issued any shares under EIS (Although, subject to certain conditions, a company can follow a share issue under SEIS with further issues of shares under EIS or investment from a VCT)
  5. May not receive more than ?150,000 in total under the scheme (?5m for EIS)
  6. Must have been trading for less than two years at the date the shares are issued.

It is worth noting that a company need not have started trading when it issues the shares however, it cannot submit a SEIS claim (on form SEIS1) until either:-

  1. It has been trading for at least 4 months, or
  2. If not yet trading, it has spent at least 70% of the monies raised by the relevant issue of shares for the purposes of a qualifying business activity.

Income tax relief cannot be claimed by an individual until the company has submitted the SEIS1 claim form.

Further ongoing requirements also need to be met and most trades qualify for SEIS however, as with EIS, certain activities are excluded.? Examples, of excluded activities are the provision of legal, accountancy or financial services, property development and farming.

Russian digital security provider Kaspersky Lab, which identified the virus, said in a release posted on its website late Monday that ?the complexity and functionality of the newly discovered malicious program exceed those of all other cyber menaces known to date.?

The virus? origin has not been identified, but suspicion immediately fell on Israel, famous for its technological innovation and its tireless campaign against Iran?s suspect nuclear program.

Israel?s vice premier did little to deflect that speculation in an interview Tuesday.

?Whoever sees the Iranian threat as a significant threat is likely to take various steps, including these, to hobble it,? Vice Premier Moshe Yaalon told Army Radio. ?Israel is blessed with high technology, and we boast tools that open all sorts of opportunities for us.?

Tehran?s nuclear and other industrial facilities have suffered periodic cyber attacks dating back to 2010, when the Stuxnet virus disrupted controls of some nuclear centrifuges. Iran claims the computer viruses have done no serious harm to Iran?s nuclear or industrial facilities, and sees them as part of a campaign by Israel, the U.S. and their allies to undermine the Iranian nuclear program.

The U.S. and its allies suspect Iran?s nuclear program aims to develop atomic weapons. Iran says its program is meant to produce fuel for future nuclear power reactors and medical radioisotopes needed for cancer patients.

Researchers at four of the country's leading universities are embarking on a low carbon engineering project that could transform the way cities are built, as well as the way we live in them, by taking a novel 'back-casting' approach to their study.

Led by Professor Chris Rogers, at the University of Birmingham's School of Engineering, the study will create visions of an alternative urban future with drastically reduced CO2 emissions then develop realistic and radical engineering solutions to achieve them in a socially acceptable way. Research will closely link people's social aspirations and wellbeing with the engineering of cities.

The UK government is committed to meeting its 2050 climate change target to reduce greenhouse gas emissions by 80 per cent from 1990 levels.

Professor Rogers said: "Engineering of our cities has traditionally been a 'top-down' exercise, mainly because it's so very difficult to create a 'bottom-up' approach: solutions are created and society must either learn to work and live with them or choose to resist them.

"Our research is novel in that we start by imagining the future that we want for our cities, for example what does an 80 per cent carbon reduced Lancaster look like? We then work backwards to find out what combinations of engineering solutions, behavioural changes and technological developments are needed to make these alternative futures possible, while at the same time ensuring that the planet can still provide us with the resources we need. The ambition of our research programme is necessary to deal with the global challenges that we face."

Professor Rogers' research experience encompasses the Mapping the Underworld project to create a prototype multi-sensor device to detect and map the pipes that lie beneath our cities' streets without the need for excavation. Such technical advances will make utility service provision and streetworks more sustainable.

As the world undergoes the largest wave of urban growth in history, research that can provide visions of an alternative economically viable future for low carbon, sustainable development is crucial.

In 2008, for the first time in history, more than half the world's population was living in towns and cities. The UK was the first country in the world in which this happened. By the time of the 2001 census almost 80 per cent of the UK population was living in cities, today this figure has risen to 90 per cent.

By using focus groups, case studies, a city analysis methodology and other approaches in pioneering futures research, the researchers will create a roadmap that aims to drive future engineering thinking for decades to come. Its goal is to influence policy and be used by urban designers in the UK with the potential to be applied anywhere in the world.

The study has been made possible by a 6 million programme grant from the Engineering and Physical Sciences Research Council (EPSRC). Programme grants are flexible grants made available to world-leading research teams aiming to address major research challenges.

Lancaster University, University College London and the University of Southampton are part of the five-year multidisciplinary research team.

Commercial partners include power and gas company E-ON, global engineering consultancy Halcrow, international engineering and construction company Costain, and the UK's rail operator Network Rail.

Such technical advances will make utility service provision and streetworks more sustainable.

As the world undergoes the largest wave of urban growth in history, research that can provide visions of an alternative economically viable future for low carbon, sustainable development is crucial.

In 2008, for the first time in history, more than half the world's population was living in towns and cities. The UK was the first country in the world in which this happened. By the time of the 2001 census almost 80 per cent of the UK population was living in cities, today this figure has risen to 90 per cent.

By using focus groups, case studies, a city analysis methodology and other approaches in pioneering futures research, the researchers will create a roadmap that aims to drive future engineering thinking for decades to come. Its goal is to influence policy and be used by urban designers in the UK with the potential to be applied anywhere in the world.

The study has been made possible by a 6 million programme grant from the Engineering and Physical Sciences Research Council (EPSRC). Programme grants are flexible grants made available to world-leading research teams aiming to address major research challenges.

Lancaster University, University College London and the University of Southampton are part of the five-year multidisciplinary research team.

Commercial partners include power and gas company E-ON, global engineering consultancy Halcrow, international engineering and construction company Costain, and the UK's rail operator Network Rail.

Church groups: Keep 'Father,' 'Son' in Bible

Two church denominations have rejected the practice of using words other than ?Father? and ?Son? when translating the Bible into languages in Muslim-dominated parts of the globe.

That?s according to a new report from Biblical Missiology, which has been raising the issue because of translations by the missionary groups Wycliffe Bible Translators, the Summer Institute of Linguistics and Frontiers that remove or modify terms that may be offensive to Muslims.

The translations have altered references to God as ?Father? and to Jesus as the ?Son? or ?the Son of God.? One example can be seen in an Arabic version of the Gospel of Matthew produced and promoted by Frontiers and SIL.

It changes Matthew 28:19 from ?baptizing them in the name of the Father and the Son and the Holy Spirit? to ?cleanse them by water in the name of Allah, his Messiah and his Holy Spirit.?

Biblical Missiology issued a petition stating that Wycliffe and the others ?are producing Bibles that remove Father, Son and Son of God because these terms are offensive to Muslims.?

Today, Biblical Missiology released a report that said Assemblies of God USA and Presbyterian Church of America study committees have released reports that will be used by their denominations to review the issue.

The Assemblies of God document said: ?Our fellowship is unrelentingly committed to the authority and infallibility of Scripture. While we appreciate the challenges missionaries and translators face in intercultural communication, we will neither compromise nor dilute God?s eternal truth, nor change its intended plain meaning. We, therefore, urge all believers to reject these and any other Scripture translations, whether for Muslim or non-Muslim audiences, for both public and personal use, that do not literally translate Father and Son terminology.?

Like the AOG document, the PCA study team?s recommendation refers to Biblical Missiology?s materials on the subject.

The PCA team recommends: ?Bible translations geared for Islamic contexts should not be driven by concerns that Muslims may recoil from biological terms applied to God or Jesus. That revulsion originates primarily out of religious conviction, not any communicative limitation of the terms themselves. The essentially biological terms (Hebrew, ben and ab; Greek, huios and pater) are divinely given and therefore should be translated into comparable biological terms. Footnotes, parentheticals and other paratextual comments may be used to explain the biblical and theological riches of Scripture, while never subverting the important truths embedded in the biological contours of Scripture?s words.?

The Biblical Missiology report said the PCA will discuss the study?s findings at its annual meeting in June. The Assemblies of God will postpone any decision until the end of 2012 to await a review by the World Evangelical Alliance.

Both reports, Biblicial Missiology said, ?affirm the ministries that have ?faithfully and sacrificially translated the Holy Scripture? but have reservations about current events.

Biblical Missiology reported earlier that the new translations also were being rejected by the Alliance of Protestant Churches in Turkey.

A statement from the Turkish church leaders said: ?As leaders of local Protestant churches, the misleading translations of these very important and foundational New Testament terms to be wrong and extremely adverse. We most certainly cannot approve of it.?

WND previously reported that Wycliffe Bible Translators, which says it changed some references to ?Son of God? and ?Father? in an Arabic Bible translation for accuracy, is allowing an outside review of its translations in the Muslim world.

Wycliffe agreed to a review of its policies by the World Evangelical Alliance, a network of evangelical church alliances in 128 nations, which plans to set up a panel of experts on the issue.

WND broke the story earlier about the dispute and then reported again later when Wycliffe said, through Wycliffe Global Alliance American consultant Mary Lederleitner, that the issue ?hinges on whether or not one believes that using the most common term in a receptor language in translating the familial terms for God (Father, Son of God, Son) is the only acceptable translation or whether ? in the minority of cases when the most common term conveys inaccurate meaning ? there are times when other terms (terms which maintain the concept of familial relationships but are not the most common term) can be used.?

Wycliffe has defended the changes, saying, ?The titles are not removed, but are preserved in a way that does not communicate incorrect meaning. The issue is not that the Greek term is offensive to Muslims, rather the issue is that ? unfortunately ? for some readers, traditional translations may imply that God has sex with women and give readers the impression the translation is corrupt.?

Many evangelical mission leaders, former Muslim converts and indigenous Christians from countries where the translations are being used were indignant. After numerous appeals were rejected, a petition was launched calling for the end to the translations.

Biblical Missiology said the Turkish organization of Christians was not the first to object to the translations.

?The Bengali church has taken a large stance against the Islamized translations and the Insider Movement that Islamizes the church,? the organization reported.

Malaysian Christians has also made a statement opposing the new changes.

?As a church in a Muslim majority country, we are concerned that there are currently movements to remove all reference to God as ?Father? and His Son, our Lord Jesus Christ as ?Son of God? on the translation of the Holy Scripture to the local language,? said a letter from Moko Chen Liang, the general secretary of the Presbyterian Church in Malaysia, to Presbyterian leaders in the U.S.
